The applicant requests approval ofa Site Plan Review (phase 2 ~onstruction) <br />for planned upgrades to Tony Schmidt Park (Exhibit A). <br /> <br />. <br /> <br />Background. February 23, 1998, the City Council approved the Special Use Permit <br />(Concept Approval) for the redevelopment of Tony Schmidt Park. Ramsey County is <br />proposing to redevelop in several phases. On August 31, 1998, the City Council <br />approved Planning Case #98-21, Site Plan (phase 1 Construction). Last summer Phase 1 <br />Construction was completed. They are now requesting approval for Phase 2 Construction <br />of the buildings. <br /> <br />During the Special Use Permit (Concept Plan) approval time Ramsey County had not <br />progressed far enough along in the design to provide detail drawings of what the beach <br />house, picnic shelters, and restrooms would look like. <br /> <br />The plan did show the proposed locations of each building. The proposed buildings are <br />in the same general location as the concept proposal. <br /> <br />The applicant is proposing six buildings; Picnic Pavilion, Picnic Shelter, Beach Building, <br />Gazebo, and two restroom buildings in various locations throughout the site with this <br />phase. <br /> <br />The buildings meet the height and setback requirements including the required 75 foot <br />setback from the Ordinary High Watermark and residential properties. The existing <br />buildings will be removed. <br /> <br />- <br /> <br />Deadline for Agency Actions. The City of Arden Hills received the completed <br />application for this request on Monday, January 3, 2000. Pursuant to Minnesota State <br />Statute the City must act on this request by Friday, March 3, 2000 (60 days), unless the <br />City provides the petitioner with written reasons for the additional 60 day review period. <br />The additional review period would extend to Tuesday, May 2, 2000. The City may, <br />with the petitioners consent, extend the review period beyond the Tuesday, May 2, 2000, <br />date. <br />
