He asked if buffering in the form of trees or shrubs could be added to screen the west
side of the building. Mr. Hagen stated that there were existing trees at the end of the building.

Chair Erickson asked if the beach building will meet the setback requirement from Lake Johanna
Boulevard. Ms. Randall stated that it will. Chair Erickson asked how far the beach building had
been shifted to the west. Ms. Randall stated that the building had actually been shifted to the east
to be in line with the parking lot. The original building had been several feet from the parking
lot. Commissioner Sand noted that the new footprint of the building extended the building to the
west. Ms. Randall concurred.

Ms. Caroline Gilbert, 1670 Lake Johanna Boulevard, stated that she was concerned about
drainage and runoff. She asked if there was any direct drainage into Lake Johanna from the park
or the parking lot. Mr. Mack stated that ponds have been constructed on the north side of Lake
Johanna Boulevard and the drainage will be piped under the road into these ponds.

Ms. Randall noted that the original parking lot was closer to the lake and was draining directly
into the lake. The intent was to move the parking lot back to allow for a buffer between the
parking lot and the lake in order to deal with the drainage issues.

Ms. Gilbert asked if the pavilions will be easily cleaned. Mr. Mack stated that the surfaces of the
pavilions will be cleaned with a high pressure washer. The concrete floor will have a large
trench drain and the buildings will be open to allow air movement to dry the floors. Ms. Gilbert
asked if the buildings will drain into the sanitary sewer. Mr. Hagen stated that this was correct.
Mr. Mack noted that the concrete pads will drain off to the drainage on the north side of Lake
Johanna Boulevard.

Commissioner Sand noted that the large pavilion included a food preparation area. He asked
what materials will be used in this room and how it will be kept clean. Mr. Hagen stated that this
was a small preparation kitchen that will be entirely of masonry surface and epoxy walls and
floor. The kitchen space was designed to be washed down in the same manner as the building.
Commissioner Sand asked what the counter top will be made of. Mr. Hagen stated that the
counter top will be plastic laminate.

Mr. Chuck Martensodo, 3473 Lake Johanna Boulevard, stated that at this time it does not appear
that a pedestrian can walk into the park from Lake Johanna Boulevard. He noted that there had
been paths for pedestrian access to the lake and if these paths are removed from the plan, there
will be no pedestrian access to the park without walking on the street or the grass.

Mr. Martensodo stated that the sidewalks along Lake Johanna Boulevard were deteriorating. He
stated that although the proposed park will be lovely, it will be ugly from a pedestrian point of
view when walking into the park. He asked ifthe speed of the traffic along Lake Johanna
Boulevard has been monitored and if flashing lights or signals could be used to alert traffic of the
park.

Mr. Martensodo asked who was responsible for the winter maintenance of the sidewalks along
Lake Johanna Boulevard. He noted that in the winter time, in order to walk along Lake Johanna
Boulevard, a County maintained street, pedestrians must walk in the street. He requested
confirmation that the park will not be intended for winter use.
