<br />ARDEN HILLS PLANNING COMMISSION - FEBRUARY 2, 2000 DRAFT <br /> <br />14 <br /> <br />issue had been discussed by Ramsey County and added that within the County parks the speed <br />limit is very strict. <br /> <br />. <br /> <br />Mr. Daryl Durheim, 1690 Lake Johanna Boulevard, asked how the security of the park will be <br />handled. He was concerned about the buildings on the north side of the park which will be a <br />distance from the road and hidden by trees. He noted that the road in this area had been chained <br />off to keep people from driving on the trails. He asked how this will be addressed and what the <br />general hours of operation will be. Mr. Mack stated that the road being referred to had not been <br />gated due to activity, it had been gated because the area is not open during construction. He <br />stated that permanent gate structures will be added in strategic locations within the park. <br />Additionally, the Ramsey County Sheriff Department has committed to patrolling the park. Park <br />Service Officers will secure the park buildings one-half hour after sunset and some security <br />lighting will be provided. Mr. Mack stated that it has been his general experience that people <br />have more respect for parks when they have been improved. <br /> <br />Mr. Durheim asked if the proposed gates will be closed after sunset or only if there is a problem. <br />Mr. Mack stated that the gate for the overflow boat launch parking lot will be locked when it is <br />not needed. The gates to the north will only be locked if there is a problem. He indicated that <br />any cars in the park after closing will be ticketed. <br /> <br />Ms. Jaster stated that she liked the proposed buildings. She asked how the colors will bend with <br />the setting. Mr. Hagen stated that the colors were still being developed and the intent was to <br />reflect the warm colors of the park. Ms. Jaster stated that if the intent was to blend with the . <br />surroundings, a red roof may not be the best choice. She was concerned that if the cedar wood <br />under the roof is stained and becomes darker it will clash with the red roof. She asked if the <br />proposed block will be impregnated with color and will not need to be painted. Mr. Hagen stated <br />that this was correct. Ms. Jaster stated that a black roof may look better. <br /> <br />Mr. Mack stated that the cedar wood will have a dense opaque stain. With regard to the color of <br />the roof, he indicated that the red was a traditional color that will tie in with existing features at <br />the lake. <br /> <br />Ms. Jaster asked if the asphalt shingles will be made of recycled materials. She noted that some <br />asphalt shingles were made from recycled tires and hold up well during hail storms. Mr. Hagen <br />stated that most all asphalt shingles are made of recycled materials. <br /> <br />Commissioner Sand asked what the bid and construction schedule will be if the proposal is <br />approved. Mr. Mack stated that bids would be advertised in early March with contract awards in <br />early April. Ramsey County intends to begin construction as soon as possible. Commissioner <br />Sand confirmed that the park will be closed again this summer. Mr. Mack stated that this was <br />correct, however, the boat launch will be fully accessible and temporary bathrooms will be open. <br /> <br />Chair Erickson closed the public hearing at 9:37 p.m., as no one else wished to address the <br />Planning Commission. <br /> <br />Commissioner Sand asked if the construction will be completed this year in order for the <br />buildings to be fully functional next spring.
