<br />ARDEN HILLS CITY COUNCIL - JANUARY 31, 2000 <br /> <br />r-j <br />L, <br /> <br /> <br />L <br /> <br />t, <br />~ <br /> <br />10 <br /> <br />The athletic complex was proposed to include a parking lot with 41 parking spaces, six tennis e <br />courts, a soft ball field and a soccer field. Because the soccer and softball fields overlap, it will <br />not be possible for these fields to be used at the same time. <br /> <br />The proposal meets the parking requirements of the Special Use Permit. The proposed Master <br />Plan and Site Plan show 41 additional spaces to be located on the west athletic complex. The <br />City Zoning Ordinance does not state the exact number of parking spaces that the athletic facility <br />will need. <br /> <br />The City of Arden Hills currently has a grass cut trail that enters across the Bethel College <br />property. The City owns the property along the west side of the Bethel property for the trail, <br />however, when the trail was constructed it was not all placed on City property. Staffhas <br />reviewed the existing trail and recommends the trail remain in its current location (except for a <br />slight modification around the proposed tennis courts). Relocating the trail to the City property <br />location would require removal of trees. Bethel College has stated that they are comfortable with <br />the trail remaining on their property. Staff would recommend a trail easement be drafted by <br />Bethel College and granted to the City for the trail to remain in approximately the same location. <br /> <br />Mayor Probst requested confirmation that the property on which the trail was originally to be <br />located was City owned property. Ms. Randall stated that this was correct. She explained that <br />the property was dedicated as part of the Chatham park dedication. <br /> <br />. <br /> <br />Ms. Randall stated that the proposed west athletic field complex proposes a waterline to service <br />the area for sprinklers. Staff would recommend the sanitary sewer be extended and the <br />bathrooms be changed to a permanent structure. They are currently proposing temporary <br />bathrooms. <br /> <br />The applicant obtained Rice Creek Watershed District approval for grading on December 22, <br />1999. At direction of the Rice Creek Watershed District the storage building has been slightly <br />moved. <br /> <br />Mayor Probst asked if the storage building would contain the temporary bathrooms. Ms. Randall <br />stated that the temporary bathrooms would be located next to the storage building with a wall to <br />screen the facilities. The bathrooms will be visible from the parking lot. <br /> <br />The applicant has notified staff that they would like to add a 95 square foot building similar to <br />the softball field dugouts for the storage of tennis equipment. Staff does not see any concerns <br />with this addition. <br /> <br />On the original plan submitted by the applicant the entry way did not line up properly with <br />Bethel Drive. The applicant intends to line up the driveway for Bethel Drive with the driveway <br />to the new athletic complex. The applicant has proposed a walk over bridge that would line up <br />with the existing sidewalk across the street. The bridge is necessary in order to accommodate the <br />existing drainage. <br /> <br />. <br />
