ARDEN HILLS CITY COUNCIL - JANUARY 31, 2000

r~~
,,~ Ii
; >>

16

requires additional poles to provide sufficient illumination. The 23-foot lights funnels the light
better. .

Councilmember Grant asked how many people the softball field bleachers will seat. Mr.
Pomeroy stated that the bleachers will seat 250 people. He stated that the bleachers were
intended to be used during homecoming games. Councilmember Grant noted that the complex
will not provide enough parking for 250 people. Mr. Pomeroy stated that during homecoming
games most people will park on the main campus and walk across the street. He noted that
Bethel College had considered reducing the amount of parking, however, it has been agreed that
this can not be done. He added that it would be unlikely that 250 people would attend a game at
anyone time.

Councilmember Rem asked how many permanent structures were proposed and where they will
be located. Ms. Randall stated that two permanent structures were proposed. One would be
placed near the parking lot to hold maintenance equipment and concessions, the other would be
placed near the tennis courts to hold tennis equipment.

Councilmember Rem asked where the bathrooms will be located. Ms. Randall stated that the
bathrooms will be adjacent to the maintenance equipment building. Councilmember Rem
confirmed that if the bathrooms were permanent the building would have to be larger. Ms.
Randall stated that this was correct. She indicated that the permanent facility would have to
include handicap accessible bathrooms which will increase the size of the structure.

Councilmember Aplikowski asked if drinking fountains will be included. Mr. Pomeroy stated
that the facility will include two drinking fountains, one located near the tennis courts and the
other near the softball field.

.

Councilmember Grant noted that the Staff report had indicated that the maintenance building will
be of Bethel brick to match the buildings on the main campus. He asked if the tennis equipment
building will be of the same material. Mr. Pomeroy stated that it will be.

With regard to the proposed lighting, Councilmember Aplikowski stated that unless the number
of 15 foot lights could be reduced, the 20 foot poles was the better option. She believed that the
complex would not have night pedestrian traffic and if safety was the reason for the lights, fewer
lights made more sense.

MOTION:

Councilmember Aplikowski moved and Councilmember Larson seconded a
motion to approve Planning Case #00-01, Amendment to the Special Use Permit
(updating the Master Plan) and site plan review (for the park facility), conditioned
on:

1.
2.

Execution of a new Special Use Permit Document 00-01.
Dedication of a trail easement for the existing trail to be prepared
and recorded by the applicant and approval by staff.
Compliance with the height ordinance for structures.
Compliance with requirements of the Shoreland Management
regulations.

e

3.
4.
