The <br />construction of the equipment pad and access drive will require three trees to be removed. Staff <br />would recommend six blue spruce trees, six to eight foot tall, planted 12 feet apart at 45 degree <br />angles. <br /> <br />Ms. Randall advised that the Planning Commission recommended approval of Planning Case <br />#00-05, Special Use Permit and Site Plan Review, subject to the following conditions: <br /> <br />1. The antennas and all mounts shall be painted to match the color ofthe water tower. <br />2. A lease agreement shall be maintained with the City of Arden Hills which details rent <br />payments and other specific requirements of the City. If at any time, the lease shall <br />terminate, the Special Use Permit shall be reviewed and the City may impose other <br />restrictions or conditions as warranted. <br />3. No welding shall be done, or other mechanical attachments used on the water tower tank. <br />4. The driveway leading from the existing drive to the equipment building be a bituminous <br />surface to match the existing drive. <br />5. Enclose the equipment pad with a six foot high cedar wood fence. <br />6. The equipment be screened on the south side by six blue spruce trees, six to eight feet <br />tall, planed 12 feet apart at 45 degree angles as shown on Exhibit C. <br />7. The applicant be responsible for snow removal along the proposed drive. <br /> <br />With regard to condition number seven, Ms. Randall stated that the City of Arden Hills does <br />remove the snow on this site. However, staff did not want the City to be bound to the snow <br />removal along the applicant's drive. Additionally, the Council may wish to modify condition <br />number two to state: <br /> <br />2. A lease agreement shall be maintained with the City of Arden Hills which details rent <br />payments and other specific requirements of the City. If at any time, the lease shall <br />terminate, the Special Use Permit shall be terminated or reviewed and the City may <br />impose other restrictions or conditions as warranted. <br /> <br />The lease agreement as referred to under condition number two will be covered under a separate <br />agenda item. <br /> <br />Mayor Probst asked if the trees being removed along the driveway were good enough to be <br />relocated on the site. Ms. Randall stated that the trees are not old and it may be possible to <br />relocate them. However, she was not certain that the trees will survive the transport. She added <br />that one of the trees may be able to remain depending upon the whether the entire drive is paved. <br />Mayor Probst suggested that a condition be added providing Mr. Stafford with approval rights <br />over the driveway. <br /> <br />Councilmember Grant asked how the antennas will be attached to the water tower. Ms. Randall <br />stated that it may be possible to weld the antennas to the tower. Staff had been concerned that <br />the welding not occur where the water is located in the tank. If welding is not possible, rings can <br />be attached to the tower. <br />
