<br />Memorandum, Licensed Charitable Gambling Requests <br />Page Two <br />February 9, 2000 <br /> <br />e <br /> <br />During the application period, the City received two (2) Premises Permit applications at <br />this site from two applicants (621 Foundation and North Suburban Youth Association). <br />Signed leases from the owner of the establishment supported both applications. Before <br />having Council consider this as an agenda item staff requested a written statement <br />(attachment) from Big Ten Supper Club owner John J. Welsch as to which of the two <br />signed leases he was going to accept as valid. Mr. Welsch has indicated that his intention <br />is to lease space to the North Suburban Youth Association and not to the 621 Foundation. <br /> <br />Staff recommends approval of the resolution by virtue of the organization satisfying all <br />City ordinance requirements for the two-year period ended December 31, 1999. <br />Excluding required ten percent contributions to the City of Arden Hills, the organization <br />has contributed $147,108 in the trade area, including $61,000 for the new lrondale High <br />School track and $15,000 for the Northwest Youth and Family Services (NYFS) teen <br />court. <br /> <br />4. <br /> <br />Resolution No. 00-12, "Resolution Approving Circle PineslLexington Lions Club to <br />Conduct One-Day Off-Site Gambling." <br />This application references a proposed April 1 , 2000 raftle activity at the Arden Hills <br />Holiday Inn. Licensed Gambling organizations are permitted one such off-site activity <br />per year, with local jurisdiction approval. <br /> <br />. <br /> <br />Staff recommends approval of this resolution. This Lions Club has met the spirit of the <br />City of Arden Hills charitable gambling ordinances by contributing fifty percent (50%) of <br />net profits within the trade area ($550 to Northwest Youth and Family Services) from last <br />year's event. <br /> <br />Summary <br />Staffrecommends the Arden Hills City Council consider adopting the above four (4) resolutions <br />related to licensed charitable gambling activities as part of the consent agenda at the regular City <br />Council meeting on February 14,2000. <br /> <br />. <br />
