The procedures shall apply to all applicants, including functional areas within the City government of Arden Hills. 2. Permitted Uses. Permitted uses arc allowed as specified in Section V, E, for the OS District. 3. Special Guidelinesfor Development Within the OS District a. No site alteration or activity shall be permitted that contributes to or encourages soil erosion. Such alterations and activities may include grading, construction of trails in areas with poor soil conditions, use of the land or unpaved trails by off-road vehicles or mountain bicycles, etc. b. No site alteration or activity may degrade the natural form or quality of any wetland nor of any other significant natural feature, such as a kame, pothole, grove or stand of old-growth trees, etc. c. No site altcration or activity may damage, remove or destroy identificd habitat for endangered, threatened 0' rare animal or plant species. d. Building construction shall be limited to areas within three hundred (300) feet of points of public access and public parking areas to limit disruption of sensitive areas. Buildings shall be constructed of and faced with primarily natural materials (wood, stone, stucco/adobe, etc.) and designed so as to integrate with the site's natural features. AR Arsenal Redl!l'elopment District The Zoning Ordinance should be changed as follows: . Amend Section V.B. to include the AR Arsenal Redevelopment District. . Amend Section V.D. to include the purpose of the AR District. 15. AR Arsenal Redevelopment District a. To implement that part of the Arden Hills Comprehensive Plan known as the TCAAP Framework Plan, as amended, and other, subsequent plans for redevelopment and reuse of the TCAAP property. b. To provide for and guide the long-term redevelopment and reuse of the Twin Cities Army Ammunition Plant (TCAAP). c. To ensure that redevelopment ofTCAAP, which may occur piece by piece over a span of several decades, is compatible with and sensitive to existing development on adjacent sites and previous development on the TCAAP site itself. d. To provide the City of Arden Hills with appropriate mechanisms whe,eby the City can review, guide and ovcrsee all proposals for development of any portion of the TCAAP site not specifically included within another zoning district.
