The procedures shall apply to all applicants, including functional areas <br /> <br />within <br /> <br />the City government of Arden Hills. <br /> <br />2. Permitted Uses. Permitted uses arc allowed as specified in Section V, E, for the OS District. <br /> <br />3. Special Guidelinesfor Development Within the OS District <br /> <br />a. No site alteration or activity shall be permitted that contributes to or encourages soil erosion. Such <br />alterations and activities may include grading, construction of trails in areas with poor soil <br />conditions, use of the land or unpaved trails by off-road vehicles or mountain bicycles, etc. <br /> <br />b. No site alteration or activity may degrade the natural form or quality of any wetland nor of any <br /> <br />other <br /> <br />significant natural feature, such as a kame, pothole, grove or stand of old-growth trees, etc. <br /> <br />c. No site altcration or activity may damage, remove or destroy identificd habitat for endangered, <br />threatened 0' rare animal or plant species. <br /> <br />d. Building construction shall be limited to areas within three hundred (300) feet of points of public <br />access and public parking areas to limit disruption of sensitive areas. Buildings shall be <br /> <br />constructed of <br /> <br />and faced with primarily natural materials (wood, stone, stucco/adobe, etc.) and designed so as to <br />integrate with the site's natural features. <br /> <br />AR Arsenal Redl!l'elopment District <br /> <br />The Zoning Ordinance should be changed as follows: <br /> <br />. Amend Section V.B. to include the AR Arsenal Redevelopment District. <br /> <br />. Amend Section V.D. to include the purpose of the AR District. <br /> <br />15. AR Arsenal Redevelopment District <br /> <br />a. To implement that part of the Arden Hills Comprehensive Plan known as the TCAAP Framework <br /> <br />Plan, <br /> <br />as amended, and other, subsequent plans for redevelopment and reuse of the TCAAP property. <br />b. To provide for and guide the long-term redevelopment and reuse of the Twin Cities Army <br />Ammunition <br />Plant (TCAAP). <br />c. To ensure that redevelopment ofTCAAP, which may occur piece by piece over a span of several <br />decades, <br />is compatible with and sensitive to existing development on adjacent sites and previous development <br /> <br />on <br /> <br />the TCAAP site itself. <br />d. To provide the City of Arden Hills with appropriate mechanisms whe,eby the City can review, guide <br /> <br />and <br /> <br />ovcrsee all proposals for development of any portion of the TCAAP site not specifically included <br /> <br />within <br /> <br />another zoning district. <br /> <br />Camiros, Ltd,ISEH.
