WI' <br /> <br />The process of expanding the PTN provides a way of breaking out of the chicken-and-egg cycle <br />thatfrustrates transit-oriented development in suburban areas. Typically, existing transR in these <br />areas is poor, and developers want to see the transit in place, preferably with some permanence, <br />before they will develop in a transit-dependent way.
