<br />f <br /> <br />- <br /> <br />- <br /> <br />.. <br /> <br />:.. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />January 20, 2000 <br /> <br />TO: <br /> <br />Joe Lynch, City Administrator <br /> <br />Dwayne Stafford, Puhlic Works Director 9\. <br />New City Hall Sewer and Water Connection <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Backl!round <br />When the original plans and specifications for the proposed new City Hall were prepared, no <br />provisions were addressed for sewer and water hook ups between the new City Hall property line <br />and the existing City lines near Highway 96 and Hamline A venue. The project was then bid <br />without this necessary connection. <br /> <br />A six-inch (6") ductile iron pipe would adequately serve the water needs for the new City Hall. <br />If the City were to instead install a twelve-inch (12") main to the new City Hall site, the <br />opportunity exists for a future twelve-inch (12") cross connection to the City of Shoreview's <br />sixteen-inch (16") water main on Lexington Avenue. The City currently has an eight inch (8") <br />cross-connection to the Shoreview water system near Target on Lexington, and an eight inch (8") <br />cross-connection with New Brighton at Stowe and Cleveland Avenues. No cross-connections to <br />neighboring cities exist on the north side ofI-694. The City of Shore view would be interested in <br />this connection as it could benefit both cities in the event of an emergency. Additional costs for <br />this twelve-inch (12") water main to the City Hall site would be approximately $8,000. To <br />continue the twelve inch (12") line from the new City Hall site and connect to Shoreview's <br />system on the east side of Lexington would cost approximately an additional $65,000. <br /> <br />The proposed location for the new City Hall on Highway 96 has no median cut in the highway to <br />allow access for east bound Highway 96 traffic. This access would be provided with the <br />reconstruction of Highway 96 at some point. However, the time frame for this reconstruction is <br />uncertain. <br /> <br />Recommendation <br />The Public Works Director recommends that the City Council authorize BRW to prepare plans <br />and specifications for the water main, using twelve inch (12") pipe, and provide that information <br />to Architectural Alliance for including with the City Hall re-bid. The Director also recommends <br />a highway median cut be considered for the project and authorize the City Engineer to prepare a <br />cost estimate for such a cut. <br />
