The kame includes several small stands of mature trees, particularly
oaks, and a potential amenity area in the form of a gravel pit. Setting aside this zone also sets aside four
contaminated sites.

Zone 4, Rice Creek Corridor: The Rice Creek Corridor has been developed as a trail corridor throughout
northwestern Ramsey County and to the north, The only missing piece in this regional asset is the stretch that runs
through TCAAP. In addition to being a high-value recreational corridor, Rice Creek provides wildlife habitat and
linkages as well. The floodplain is also needed to accommodate high water and mitigate downstream flooding.

Zone 5, Sunfish Lake area: The area around Sunfish Lake contains one contaminated site. More importantly, it also
contains protected prairie vegetation and provides potential recreational and wildlife linkages to the south.

The open-space framework, as initially dermed, is shown in Figure 12. The set-aside area contained about 830 acres
ofland, or nearly 40% of the total land area. This framework would be refmed later in the process, but it served an
important function in shaping initial ideas about what could and should happen to TCAAP in the future.

4. Assessment of Contaminated Areas

Given the probability that site clean-up will be extended due to funding shortfalls, creating more options for dealing
with contaminated areas became an important consideration. One way of increasing those options was to make sure
they are contained within sites that will eventually fall under the jurisdiction of local or regional governments. Thus,
making sure that contaminated areas fell within the zones identified in the open-space preservation area also became
apriority.

The contaminated areas that are included within the open-space framework are as follows:

Within Zone 2 (prairie potholes): Site B
Within Zone 3 (kame area): Sites D, E, 129-3 and 129-15
Within Zone 4 (Rice Crcek Corridor): Site C
Within Zone 5 (Sunfish Lake area): Site H

Among these sites, Band C are undergoing remediation and are expected to be among the first sites cleared for
reuse. (See Section II, "Site Overview", for a complete discussion of the contaminated areas.)

CamjrQS, Ltd./SEH.
