Extent to which the focal point complements, rather than competes with or duplicates, other community <br />focal points in the surrounding communities. <br /> <br />OfficelIndustrial: In this scenario, two potential nodes are shown. One is the retail/commercial area on County H <br />extended; the other is the governmental/interpretive area in the SE comer of the site. Either of these areas could <br />become a public or social focal point; howcver, the governmental area would generally be limited solely to public <br />uses. Both nodes are located on major roadways. The retaillcommercial node is accessible from the general region, <br />but it is not as accessible to residents of Arden Hills as the governmental node. Either node would probably <br />resemble similar existing areas elsewhere in the vicinity. Overall rating: Fair <br /> <br />Town Center: This scenario deliberately creates a mixed-use community focal point that might accommodate a <br />number of different uses: retail, office, residential, entertainment, education, community services, etc. The site is <br />served by major roadways, but is less directly accessible from Arden Hills than are some other parts of the site. This <br />community node would not duplicate any existing node but would create something unique to Arden Hills. Overall <br />rating' Excellent <br /> <br />Open Space: Several potential focal points appear here: the goernment area in the SE comer, the retail area on <br />County H extended, and the sports complex. However, each of thcse nodes has limited potential to accommodate a <br />mix of uses. Also, the sports complex is not readily accessible from the rest of Arden Hills. Overall rating: Fair <br /> <br />Residential: Again, two nodes are possible: the governmental/interpretive area, and the retail/ commercial node at <br />the intersection of an internal roadway and County H extended. The charac-teristics of these two areas were <br />described in "OfficelIndustrial", above. Overall rating: Fair <br /> <br />UC3: Does the plan reduce or eliminate existing land-use deficiencies (retail imhalances, housing choices, <br />etc.)? <br /> <br />Indicators <br />. Extent to which the plan provides space for uses that are missing or in short supply in Arden Hills or <br />surrounding communities, particularly residential choices, retail choices, recreational facilities, public <br />schools and local govemment facilities. <br />. Extent to which the plan includes land uses that are already in abundance or oversupplied. <br /> <br />All Plans: Each concept plan includes at least one site for a new city hall, a joint city/county/ National Guard public <br />works garage, and a public safety facility. Each site also provides space for the new school needed to serve the <br />population on TCAAP. (In the Town Center plan, the school would be located in the town center.) None of the <br />plans shows trails, but a trail network may be readily created, beginning with opportunities presented by the <br />conunon open-space framework. <br /> <br />OfficelIndustrial: Because the office/industrial market in Arden Hills is gcnerally sufficient now (and given <br />potential development south of Round Lake), in the short term this plan could cause a glut. In the long term it is less <br />clear whether a glut would persist or the land would be absorbed. The plan provides retail areas that might offer <br />greater choice to local residents, and space for a variety of potential new housing types. At present, the plan does <br />not show where needed ballfields might be located; however, there is enough space for them on the site. Overall <br />rating: Good <br /> <br />Town Center: At present, Arden Hills lacks a community focal point -- something a new town center would give it. <br />This center could provide space for uses now in short supply u e.g., enter-tainment amenities such as an <br />amphitheater __ as well as more traditional uses such as retail and professional offices.
