However, it is also the plan most likely to be seriously affected by the negatives associated <br />with existing on-site uses. Overall rating: Good <br /> <br />Transportation and Infrastructure <br /> <br />TCl Does the primary transportation network lend itself to efficient development patterns and adequate <br />property access? <br /> <br />Indicators <br />. Extent to which the transportation network links TCAAP to the regional network. <br />. Extent to which the land use areas shown in the plan can be divided into a wide variety of lot <br />configurations and parcel sizes to be served by a variety of potential street layouts. <br />. Extent to which sites within the land use areas of the plan lie within 1/4 mile of a collector roadway. <br />. Extent to which major roadways within the plan duplicate the functions of or access provided by other <br />nearby roadways. <br /> <br />All Plans: Each plan divides use areas into large blocks ofland that may be configured in a variety of ways. No site <br />in the center of any employment areas is more than 1/4 mile from a major roadway. An access road along I-35W to <br />the office/business or special opportunity site north of County H is provided in each plan, and frontage or feeder <br />roads may be provided along both US 10 and CSAH 96 as well. In every scenario, the only types of development <br />that might lie more than 1/4 mile from a collector are single-family residential and large-scale sports or recreation. <br /> <br />OfficelIndustrial: In this plan, TCAAP is well-linked to the region at I-35W and County H on the west and at <br />Hamline and CSAH 96 on the south. Connections at County I on the north are not as strong, due to the residential <br />character of the land immediately north of the site, but the principal site outlet is less than 1/2 mile from the <br />interchange at I-35W and County 1. Each roadway shown in the plan serves a unique function. Overall rating: Good <br /> <br />Town Center: This plan shows the same roadway characteristics as the office/indusrrial plan, although the road <br />configuration is somewhat different due to the nature of the land uses. Overall rating: Good <br /> <br />Open Space: This plan shows the same roadway connections as the office/industrial and town center plans, but only <br />one interior road actually runs through the site, from Hamline at CSAH 96 to I-35W at County H. The northerly <br />connection serves only one portion of the site and does not provide access to the rest ofTCAAP. Overall rating: <br />Fair <br /> <br />Residential: In the interest of keeping residential and industrial/business traffic separate, this plan provides two <br />northwest-southeast roadways that might be construed as redundant, even though they would receive different <br />treatments to suit their roles. However, this plan provides an additional linkage to the regional network, via Snelling <br />at CSAH 96, while relocating the usual link at CSAH 96 from Hamline to a location further west. Overall rating: <br />Good <br /> <br />TC2 Does the transportation system provide adequately for different travel modes? <br /> <br />Indicators <br />. Extent to which activity centers in the plan can be readily connected using off-street trails. <br />. Extent to which the plan provides a good location for a transit hub or transfer point. <br />. Extent to which the transportation network lends itself to transit service that docs not have to double back, cross <br />itself or travel the same piece of road twice. <br /> <br />Camiros.
