Extent to which trails lead to significant destinations and activity centers, such as shopping, employment and <br />recreation areas, both on and off the site. <br />. Extent to which on-site trails may be connected to off-site and regional trail networks. <br /> <br />All Plans: The four scenarios were all developed with imposition of a trail network in mind. Although no network <br />is actually shown, all areas of the site can be connected using off-street trails that rely on the open-space framework, <br />retention areas, the Rice Creek corridor and easements beyond the open-space network to link different uses. These <br />trails can and would be connected to other trail systems, such as other trails in Arden Hills and trails leading to Long <br />Lake Regional Park in New Brighton. OveraU rating, aU scenarios: ExceUent <br /> <br />Economic Development <br /> <br />ECl How much land does the plan set aside for joh-producing activities? <br /> <br />lndicators <br />. Extent to which the plan allows Arden Hills to provide at least one job for each resident of working age. <br />According to the 1990 US Census, the potential labor force in Arden Hills consisted of7,1 36 persons over the <br />age of 15. Of those, 5,155 persons were actuaUy in the labor force. <br />. Extent to which the plan allocates land for uses capable of generating jobs that pay wages and salaries at or <br />above the median regional household income. In 1990, the median regionai household income was $36,600. <br />Median household income in Arden Hills was $51,000. <br /> <br />Office/Industrial: This scenario might generate 20,000 or more jobs, depending on the nature and intensity of the <br />businesses that locate on TCAAP. In other words, this plan could provide jobs for all of Arden Hills's current <br />workers, plus all new workers moving onto TCAAP, plus upwards of 10,000 additional workers. Of those jobs, <br />about 20% would be retail and service jobs, which tend to pay relatively low wages. Perhaps another 20% would be <br />low-wage office jobs. The remainder would be high-wage professional, technical, research and manufacturing jobs. <br />OveraU rating' ExceUent <br /> <br />Town Center: This scenario too would generate a significant number of jobs, probably between 15,000 and 20,000. <br />This would still provide more than enough j obs for new TGAAP residents, as well as others. Again, about 40% of <br />the jobs would be lower-wage retail, service and office jobs, and the remainder would be higher-wage jobs. OveraU <br />rating' ExceUent <br /> <br />Open Space: This scenario would employ significantly smaller numbers of people -- between 8,000 and 10,000. <br />The number of new workers living on the site would be quite small -- less than 900 persons -- so this plan too <br />provides for an adequate number of jobs. The job figure includes about 900 jobs that would be created by the <br />recreational components of the site. The income profile of these jobs would be tilt downward slightly, but about half <br />of the jobs would still be higher-paying jobs. Overall rating: Good <br /> <br />Residential: This scenario would also gcnerate about 8,000 to 9,000 jobs on-site. However, because anothcr <br />potential 5,300 workers would also be added to the labor force, this plan does not exhibit ajob excess as large as the <br />others. Also, like the Open Space plan, the wage profile would be somewhat lower than that in the fIrst two <br />scenarios.
