Staff has also _ <br />included 1998 traffic counts from County Road E to County Road E2 (Exhibit C). . <br /> <br />Ms. Randall presented the drawing of the proposed layout of the intersection and the road beyond <br />the intersection. She noted that for northbound traffic, the road widens to two lanes south of <br />McCracken Lane. For southbound traffic, the road reduces to one lane prior to McCracken Lane. <br />The proposed traffic signs would include three crosswalk signs. <br /> <br />Ms. Randall stated that the design of the roadway had been worked on over the last three years III <br />___----.Conjunction.witb City staff. Bethel College and Ramsey County. The City staff and <br />representatives of Bethel College have since left. Ramsey County was open to modifications of <br />the roadway and intersection, however, the County feels that the proposal will adequatety serve <br />the intersection. <br /> <br />Ms. Randall presented the proposed landscaping plan. Mayor Probst asked what landscaping <br />shown on the plan was new and what was existing, Ms. Randall stated that all landscaping on <br />the plan would be new. She explained the locations of the existing vegetation. Mayor Probst <br />asked if the trees along the west side of the tennis courts currently exist. Ms. Randall stated that <br />those trees would be added to the site. <br /> <br />Ms. Randall stated that the City of Arden Hills currently has a natural trail that enters across the <br />Bethel College property. The City owns the property along the west side of the Bethel property <br />for the trail, however, when the trail was constructed it was not all placed on City property. Staff e <br />has reviewed the existing trail and recommends the trail remain in its current location (except for <br />a slight modification around the proposed tennis courts). Relocating the trail to the City property <br />location would require removal of several trees. Bethel College has stated that they are <br />comfortable with the trail remaining on their property. Staff would recommend a trail easement <br />be drafted by Bethel College and granted to the City for the trail to remain in approximately the <br />same location. <br /> <br />Staff had drawn on paper the approximate location of the existing trail and a proposed relocation <br />for the trail (Exhibit E). A neighbor has placed several stakes on the property indicating property <br />comers, City property, Bethel property and the tennis courts. The stakes are close, however, are <br />not accurate. Bethel College has also marked the areas and there was a five to seven foot <br />difference in the northwest comer of the tennis courts. <br /> <br />Bethel College has provided staff with additional information on the proposed use of the West <br />Athletic Field Complex and potential pedestrian traffic (Exhibit F). <br /> <br />Ms. Randall advised that the Planning Commission recommended approval of Planning Case <br />#00-01, Special Use Permit amendment and Site Plan Review, conditioned on: <br /> <br />1. <br />2. <br /> <br />Execution ofa new Special Use Permit Document 00-01. <br />Dedication of a trail easement for the existing trait to be prepared and recorded by the <br />applicant and approval by staff. <br />Compliance with the height ordinance for structures. <br /> <br />e <br /> <br />3. <br />
