.
I

e

'e

e

CITY OF ARDEN HILLS

MEMORANDUM

DATE:

February 25, 2000

TO:

Joe Lynch, City Administrator

Terrance R. Post, City Acclluiifanf ~---
Community Development Block Grant (CDBG) Application Authorization

FROM:

SUBJECT:

Backl!round
City staff has explored other funding mechanisms for the Arden Manor Park improvements and
the proposed Old Highway 10 watermain extension projects. It appears that both projects are
located within low to moderate income census tracts and are eligible to apply for federal
Community Development Block Grant (CDBG) funding. Council should note that there is a
fixed amount for total CDBG funds within Ramsey County, and that grant applications are
reviewed in a competitive environment.

Discussion
Specifically, the City of Arden Hills is applying for a $40,000 CDBG grant to complete the
Arden Manor Park improvements (landscaping including sod restoration and tree installation,
soccer goal, driveway paving, and constructing a fence around the basketball court); and a
$200,000 CDBG grant to construct the Old Highway 10 watermain extension project. In order to
process the applications, they must be accompanied by a resolution of the governing body
requesting the grant.

Recommendation
Staff recommends that the Arden Hills City Council approve Resolutions No. 00-14, "Resolution
Authorizing Application for Community Development Block Grant (CDBG) Funds for Park
Improvements at Arden Manor Park;" and No. 00-15, "Resolution Authorizing Application for
Community Development Block Grant (CDBG) Funds for Watermain Extension on Old
Highway 10," under the consent calendar at the regular City Council meeting of February 28,
2000.
