Post; City Accountant- &.e>- <br /> <br />SUBJECT: Sanitary Sewer Utility Rate Recommendation <br /> <br />Backl!:round <br />At the December 14, 1998 regular meeting, the Arden Hills City Council adopted Resolution No. <br />98-79, "Revising Sanitary Sewer Utility Rates Effective January I, 1999." The impact of this <br />action was to increase the senior rate flat charge and to decfease the other customer rates. <br /> <br />The increase in the senior rate resulted from a staff recommendation to phase in a seventeen <br />pefcent (17%) price increase over a three (3) year period (1999 - 2001) to accomplish the <br />objective of having the senior sanitary sewef rate reflective of avefage water consurnption (67%) <br />compared to other residential customers. <br /> <br />Discussion <br />Following is a brief summary of the senior fate phase-in plan. <br /> <br />Description <br />Residential Flat Rate <br />Senior Flat Rate <br />Senior to Residential Rate <br /> <br />Base <br />$53.95 <br />26.95 <br />50% <br /> <br />1999 <br />$52.95 <br />29.95 <br />57% <br /> <br />2000 <br />$51.95 <br />31.95 <br />61% <br /> <br />2001 <br />$51.95 <br />34.95 <br />67% <br /> <br />Staff is also fecommending a reduction in the residential and non-residential sanitary sewer rate <br />due to the continued reduction in processing costs from the Metropolitan Council Environmental <br />Services Division (MCES). Council should note that the City of Arden Hills was one of only <br />three (3) cities (Roseville and Bumsville were the othef two) to feduce its sanitary sewer rate <br />when MCES lowered processing costs in 1999. <br /> <br />Recommendation <br />Staff recommends that Council adopt Resolution No. 00-16, "Resolution Revising Sanitary <br />Sewer Utility Rates Effective January 1,2000," at the regular meeting of February 28, 2000. <br />
