A few weeks ago you and I
talked about Chesapeake's potential purlOhase of property located in the northeast quadrant of the
intersection of3SW and 694 in Arden Hills. You have also discussed Chesapeake's interest in
this property several times with Pete Carlson.

As you know, the property that Chesapeake is hoping to purchase is lOurrently owned by Morris
Communication Corporation ("Morris"). Morris maintains two outdoor advertising signs on the
property. In our negotiations with Morris, Moms has made clear that, as part of any sale to
Chesapeake, Morris must be allowed to maintain its signs on the property. As Pete Carlson has
told you, in our negotiations, we have addressed this issue by allowing Morris to retain
ownership of a small parcel of real estate under and iIIiInediately around each of the signs and an
access easement over the adjacent property that Moms would sell to us so that Morris would
continue to have access to its signs-

In order to put the deal together with Morris, Pete Carlson has told you that we need some input
from the City on this issue. Chesapeake will invest substantial time and expense in moving
fOJ:Ward with the development of the property. Chesapeake is willing to do that, but would like
some assurance from the City about whether the City would allow Moms to sell substantially all
of the property to Chesapeake, but to retain ownership of the two small parcels upon which its
signs are located, together with an access easement to those signs,
