I offer the following comments: <br /> <br />1. <br /> <br />The Agreement appears to be in a proper legal form. <br /> <br />e <br /> <br />2. Implementation of various shared services may require more documentation. If <br />Roseville is to use a portion of the City's water tower, a lease would normally be <br />prepared describing the specific rights and duties of the parties in relationship <br />to thEl water tower site. <br /> <br />3. I assume that most suburban Ramsey County communities carry the same kind <br />and level of insurance. If one city hires another city to provide services and if the <br />services are prOvided in a negligent manner, the city providing service would <br />normally not have as much insurance coverage available as would a private <br />consultant. <br /> <br />There are undoubtedly many circumstances where shared service agreements are economically <br />beneficial to both parties.
