The proposed City Ordinance does not require the City Council to make <br />the findings referred to in the above paragraph, but rather applies the prohibition broadly to <br />all permitees regardless of the reason for the building acquisition or construction and <br />regardless of the type or quality of building which is constructed. In this regard, the <br />proposed City regulation is more restrictive than State law. <br /> <br />It is my understanding that none of the City's current permitees are using gambling <br />proceeds for the purposes described in this correspondence.
