.

.

.

CITY OF ARDEN HILLS

MEMORANDUM

DATE:

May 2, 2000

TO:

Joe Lynch, City Administrator
Terrance R. Post, City Accountant @

Authorization for Detailed Plans and Specifications for 2000 CDBG
Projects

FROM:

SUBJECT:

Backl!round
Staff submitted grant applications to Ramsey County for Community Development Block Grant
(CDBG) funds for Arden Manor Park Improvements and an Old Highway 10 Watermain
Extension. City of Arden Hills Resolution No. 00-14 and No. 00-15, adopted at the February 28,
2000 regular Council meeting authorized these applications.

Subsequent Development
After a review at the Ramsey County Community and Economic Development staff level, on
April 25, 2000 the Ramsey County Housing and Redevelopment Authority (HRA) approved
both of the City of Arden Hills' CDBG grant applications. The next stage of the approval
process is to gain Housing and Urban Development (HUD) approval at the federal level. This
approval is expected to be approved by mid-June.

Recommendation
Based upon the input from Ramsey County's HRA staff, there is an extremely high probability
that these two (2) projects will gain federal funding approval. In an effort to "dual track" these
two projects prior to formal federal approval, staff recommends that the City Council adopt
Resolution No, 00-19 entitled, "Authorizing City Engineer to Prepare Plans and Specifications
for Arden Manor Park Improvements and the Old Highway 10 Watermain Extension Projects."

Council should be aware that, because of the federal funding source, both of these project will
require Environmental AssessmentlEnvironmental Review Record Statutory Checklists, and
compliance with the Davis Bacon Act prevailing wage requirements as part of the bidding
packages.
