Part of the agreement, which is enclosed for your <br />review, dictated that the developers work with the property owners immediately to the south to <br />acquire the necessary right-of-way for connection of Shoreline Lane to a cul-de-sac, which <br />would allow the development to occur. The future plan of the City calls for the extension of <br />Shoreline Lane to the north, across the Bachman property, for connection to Shoreline Lane to <br />the north, thus creating a through street. Several requirements, as well as dates were established <br />in the Development Agreement, which required the developers to have certain things done in <br />order to be eligible to have the four (4) proposed lots to be considered developable. <br /> <br />e As you know, there have been attempts, both by the developers and by the City, to assist the <br />negotiations for the acquisition of property for the right-of-way for the road without any success. <br />Several deadlines are looming for the developer that cannot be met unless the property owners <br />immediately indicate a value for the acquisition for the property for road right-of-way. <br /> <br />It is my understanding that the Bachman property, which is immediately north of the Rekuski <br />property, has gone into trust and Bachman heirs are managing the trust. It is also my <br />understanding that the City Council wanted to move at the time that the change in ownership <br />occurred on the Bachman property. <br /> <br />Historv <br />I attempted to assist in mediating the negotiations between the developers and the private parties <br />with regard to the purchase of the property for a road right-of-way. At the time of my <br />intervention, Ms. Dee Rushenberg and Mr. Bob Wesslund had not corresponded with developers <br />on their initial offer of $2,000 each for the acquisition of the property. <br /> <br />In working with Nancy Randall, we authorized the City Engineer to come up with estimates of <br />the amount of property that was outside of the already existing public road extension of <br />Shoreline Lane, and based upon an average cost of property that we had recently acquired, <br />estimated a value of approximately $3,000. This offer was made to both Ms. Rushenberg and <br />Mr. Wesslund. They subsequently rejected that offer. <br /> <br />. <br />
