<br />1 <br /> <br />I <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />May 25, 2000 <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />for ~ L ~ @) <br /> <br />FROM: <br /> <br />Joe Lynch, City Administrator <br /> <br />SUBJECT: Precinct No.4 - Change of Location <br /> <br />Backl!:round <br />Over the last few weeks, staff has been in contact with the Department of Defense (DoD); <br />Secretary of State Kiffmeyer; Ramsey County Elections Department; and other agencies <br />regarding a recent change in interpretation from the DoD regarding public use of Army facilities <br />for political purposes, According to the Directive, use of facilities not only affects prohibition of <br />partisan politics, but addresses all political activities, including elections, Unfortunately, the <br />City of Arden Hills is one of several communities affected by this directive, <br /> <br />The City has been using the Army Reserve Center (ARC) at the intersection of Lexington <br />A venue and Highway 96 for its Precinct No, 4 for the last few years since it was built in, as per <br />the Memorandum of Agreement (MOA) between the United States Army Reserve and the City <br />of Arden Hills, dated October 30,1995, This MOU was meant to serve as a temporary <br />(approximately five year) understanding between the parties, until an Outgrant or License is <br />prepared by the U,S, Army outlining the proposed public uses of the facility, <br /> <br />PrimarY Issues to Consider <br />Due to notification requirements dictated by State Statute (Minnesota Election Laws), the City <br />Council is required to take action, by resolution, in order to provide mailed nonforwardable <br />notice to all households within Precinct No, 4, regarding the change of polling place, <br /> <br />Given the limited facilities available that meet the Americans with Disabilities Act (ADA) and <br />other logistics, and with the new City Hall not being available for use, staff considered <br />contacting St. Katherine's Ukrainian Orthodox Church; North Heights Lutheran Church; a <br />portion of the vacant Shoreview Mall (former location of Jubilee Foods); and the City's <br />maintenance facility, Staff determined that North Heights would prove to be the most amenable <br />for use as a polling place, <br /> <br />In conversations with North Heights Lutheran Church, staff was able to confirm their willingness <br />to allow the City to use their facilities for a polling place, <br />
