The use of f11e cafeteria be restricted to employees aJ1d auf110rized visitors <br />only aJ1d not be open to the public. <br />2. The required parking spaces shown as proof of parking be provided if f11e <br />use of f11e cafeteria chaJ1ges. <br />3. If required by f11e Rice Creek Watershed District, obtain approval by f11e <br />Rice Creek Watershed District. <br />4, Lighting meet the requirements in f11e Zoning OrdinaJ1ce Section V, E, 3, <br />a, b, c, aJ1d d. <br /> <br />The motion carried unaJ1imously (5-0). <br /> <br />G. <br /> <br />Joint Powers Agreement, City of Arden Hills and State of Minnesota Department of <br />Military Affairs, Authorization to Execute, With Proposed Memorandum of <br />Understanding (MOD) <br /> <br />Mr, Post stated that the laJ1d conveyance authorized by Congress in October 1999 required f11e <br />City to accommodate certain needs of the Miffi1esota National Guard for training purposes. He <br />added f11at a Joint Powers Agreement had been drafted to define the relationship between f11e two <br />parties. <br /> <br />Mr. Post stated f11at, as part off11e Agreement, the National Guard had identified a need for some <br />office space with data aJ1d computer lines, which would not be utilized as a public office. He <br />added that meeting rooms in f11e basement of the new City Hall facility would also be made <br />available to National Guard staff under a specific set of guidelines. <br /> <br />Mr. Post stated f11at City staff has had ongoing discussions with f11e National Guard wif11 regard <br />to security, maintenance, phone aJ1d data lines and funding of installation. He added f11at f11e <br />National Guard has been mnenable to these issues, aJ1d has suggested aJ1 addendum to f11e Joint <br />Powers Agreement. <br /> <br />Mayor Probst stated f11at the National Guard originally expressed an interest in having a presence <br />at the site. He added f11is would be to f11e City's benefit aJ1d would promote cooperation between <br />the two orgaJ1izations. He urged f11e Council to support f11e Joint Powers Agreement. <br />
