Approximately the western 40 percent of the remnant parcels (lndykiewicz <br />and right-of-way) is under the NSP electric transmission easement. Although a structure <br />cannot be built under this easement parking and landscaping can be located here. <br /> <br />2. Access. Access to Highway 96 is going to be limited by Ramsey County to right-in and <br />right-out access in the most liberal situation to no access in the most restrictive. Access to <br />the site from Round Lake Road will be limited to right-in and right-out for the northerly <br />portion of the road due to the median in Round Lake Road. South of the median the sight <br />will have full movement access to Round Lake Road. <br /> <br />3. On-site Ponding. The pond to be constructed south of Round Lake Road (on Parcel D) <br />was sized to accommodate the run-off from the development of this site, so no on-site <br />ponding should be required on the redevelopment site. <br /> <br />Comprehensive Plan <br />The Comprehensive Plan includes by reference the "Planning Study for NE 1-694/I-35W" (the <br />Plan) that ultimately became known as the Gateway Business District. The Plan identifies the <br />use for this site as "Business" (Exhibit B). The Plan does not provide a detailed description of .- <br />intended uses for this site. ... <br /> <br />Zonin!!: <br />The ZOlling of this property is Gateway Business (Exhibit C). The Gateway Business district <br />allows as permitted uses: Business Services, Clinics, Clubs-Sports Fitness, Financial Institutions, <br />Manufacturing Uses (Class I), Offices, Personal Services, Research, and Restaurants. The <br />Gateway Business district allows as special uses: Hotel/Motel, Multiple Use Operations, Public <br />Uses, and Warehousing. <br /> <br />Alternate wavs to view the redevelopment potential <br /> <br />1. Maximnm Return on Investment. The implementation of this option would most likely <br />place a fast food restaurant and a gasoline station on the site and would require a <br />rezoning. As the title implies this would probably provide the city with an immediate and <br />large dollar return for its investment into the acquisition of the Indykiewicz site. The <br />presence of these uses most likely would not expedite the development of the "Office <br />corner" (northeast comer ofI-694 and I-35W). <br /> <br />2. <br /> <br />Providing a site for a use that is needed by the Community. The implementation of <br />this option may involve revisiting the Community Survey to determine which of the <br />items listed by residents as those uses that they would like to have in the community <br />could from a market perspective be potentially located on this property (ie., supper club). <br /> <br />e <br />
