<br />e <br /> <br />. <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />June 15,2000 <br /> <br />TO: <br /> <br />Mayor and City CounCilmembersl1 fW.lt ~ <br />Joe Lynch, City Administrator ~r - <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Mounds View High School Fire Suppression Exemption <br /> <br />Backeround <br />Previously, you were presented with a request by Mounds View High School for an extension to <br />the State Fire Marshal's corrective orders issued in 1996. The School District had three (3) years <br />to take those corrective measures, Because the Referendum passed, the Mounds View High <br />School is now requesting an extension on the requirement to complete the protective orders, due <br />to the fact that making some of the corrective orders will necessitate additional expense because <br />of the changes in the building, The corrective orders were issued in 1996; Mounds View High <br />School requested an extension, which was granted for a three (3) year period, and now are <br />requesting an additional extension, which can be granted by the State Fire Marshal for an <br />additional two (2) years. This makes the entire timeframe almost seven (7) years between the <br />issue of the original corrective order and potential completion of all items. <br /> <br />Greg Johnson, Project Manager with Stahl Construction, wrote to the City Council asking for <br />consideration of approval of an extension from the State Fire Marshal Division for corrective <br />orders for fire suppression and fire safety equipment, until such time as the entire addition can be <br />completed. At the time of your meeting on May 30, 2000, questions were raised about why the <br />City of Arden Hills was being asked to weigh in on this measure, and if by denying or deferring <br />any action, it would delay the construction project for the High School. I spoke to Lint Edgerly, <br />Assistant State Fire Marshal, about these two questions. The local municipality is asked to give <br />its approval, because the State Fire Marshal's office would like to know if a particular project or <br />participant is being difficult or has not complied in the past with corrective orders, It's an <br />opportunity for the local government, through its action, to let the State Fire Marshall know <br />whether the applicant or the project has been cooperative and been complying with past requests. <br /> <br />Mr. Edgerly indicated to me that, by deferring the decision back to the State Fire Marshal, it <br />would in no way endanger the project or delay the project. A communication (letter) would need <br />to go back to the State Fire Marshal indicating that the City of Arden Hills defers the decision to <br />the State Fire Marshal's office. They have monthly meetings, at which time they take action <br />based on information from the local municipalities (i.e., approval, denial, and deferral). His <br />boss, Tom Brace, the State Fire Marshal, has the authority to grant an additional two (2) year <br />extension one time only, for requests such as this. <br />
