Enclosed is our
revised proposal which further outlines our process and addresses our fees and expenses.

Responsibility for the assignment will be under the direction of James Brimeyer assisted by the
staff of The Brimeyer Group. Additionally, Richard Setter of Setter & Associates, L.L.C. will
be assisting us in the process. Biographical information for The Brimeyer Group and Mr.
Setter and cHent references were previously submitted.

.

Our Understandin~ of Your Assi~nment

The Lake Johanna Fire District is a non-profit organization serving the Cities of Shoreview,
Arden Hills, and North Oaks on a contractual basis. The District operates out of four fire
stations. The staff of 60 is comprised entirely of active volunteers and includes a Chief,
Deputy Chief, four District Chiefs, a Secretary and Treasurer. The District is under the
direction of an eight-member Board, which includes the Chiefs, Secretary, and Treasurer.

Conversations about hiring a full-time, paid Fire Chief have recently taken place and resulted in
a positive informal vote. The Board understands that such a hire will require changes to be
made in the by-laws and are subject to the approval of the membership.

Our Anoroach to Your Assi~nment

The Brimeyer Group would expect to evaluate the organization in order to determine
organization needs and to identify leadership positions. We would examine options for
organizational and reporting structure. We would develop procedures to transItion me-
organization, over a one to three year period, which would eventually bring the organization to
, the ideal, preferred system. This process would also serve to define the ultimate leadership
structure, including the recruitment and selection of a Fire Chief.

.

(612) 945-0246 . fax (612) 945-0102
