Prior to that only overlays, some cold-in- <br />place recycling and maintenance work was performed except for Hamline Avenue, <br />Hamline Avenue between Highway 96 and 1-694 was totally reconstructed in'1989 and <br />funded by MSA and City monies. No assessments were made. <br /> <br />In November of 1990 the City adopted the Assessment Policy used today, which <br />identified a street standard of 32 feet wide, concrete curb and gutter, and built to a seven <br />ton design for new residential subdivisions or developments. The City also uses this <br />standard for reconstruction of existing streets in most instances. A thirty-six foot wide, <br />nine ton design with concrete curb and gutter was specified for commercial/industrial and <br />heavier traffic areas. <br /> <br />1991 <br />North Snelling A venue from Highway 96 south to McClung Drive was the first City <br />street reconstructed under the current Assessment Policy Program. This street was <br />reconstructed to current City standards using the commercial/industrial standard of <br />concrete curb and gutter, a thirty-six foot width and a nine-tone MNDOT road design. <br />Benefiting residential property owners were assessed $22.00 per foot and the two <br />churches, St. Katherine's and North Heights, were each assessed $44.00 per foot. The <br />Assessment Policy distinguishes between residential, commerciallindustrial and tax- <br />exempt properties. <br /> <br />1992 <br />Tiller Lane in the IngersonlHamline area was totally reconstructed with concrete curb and <br />gutter to a width of thirty feet. Benefiting property owners were assessed $29.27 per foot <br />for the improvement. <br /> <br />1993 <br />Only overlay work was done on about twenty City streets. <br />
