<br />.. <br /> <br />In our discussions with the haulers, we leamed that isolating residential hauling days within a <br />city's borders is becoming the norm, I.e. many other cities have already adapted the idea. Each <br />of the haulers was appreciative of the fact that we would seek their input before making a <br />decision, something that is not done in some other cities. <br /> <br />The haulers indicated that changing to a limited-hauling schedule within the borders of AH would <br />not preclude anyone from doing business in the city, but each expressed a different preference <br />as to what day would work best. The haulers also told us that if given at least 90 days notice <br />from the City, they would have ample time to inform their customers and revise their truck <br />routes. <br /> <br />e <br /> <br />To resolve the scheduling issue, we sent each hauler a map of the city and asked that route and <br />schedule information be retumed to us. As I mentioned earlier, all four haulers responded to this <br />request. From these maps and our discussions, we leamed that each hauler takes at least two <br />days to complete his route within the city, despite the fact that AH is a small community. What <br />was apparent was that Tuesdays and Fridays are the predominant day for trash hauling. We <br />then asked the haulers whose scheduled routes did not fall on Tuesday or Friday what day they <br />would choose if Tuesday or Friday were their only choice. The answer was Tuesday, although <br />we were reminded that haulers need two days to complete their routes in the city. <br /> <br />With the new "vote" in hand, it became clear that Tuesday would be the preferred day for pick- <br />up. To give the haulers the flexibility to complete their routes in the two days they require, we <br />decided to split the city geographically. The natural borders were 694 or Snelling Avenue. <br />Because one hauler already uses 694 as a natural scheduling demarcation, we adapted the <br />concept for our own decision. <br /> <br />The second day for pick-up that we chose was Wednesday. There are a number of reasons for <br />picking Wednesday, although the maps suggested that Monday could also be a good second <br />day. First and foremost, Wednesday is already recycling day In Arden Hills and the Committee <br />wanted to have the trash pick-up and recycling occur on the same day. By being simultaneous, <br />we felt that there would be an increase in recycling activity. Secondly, we were told by two of the <br />haulers that Wednesday would be their logistic preference, whereas Friday was burdensome. <br />Finally, the Committee felt that having trash pick-up on any day adjacent to a week-end is <br />problematic to residents who travel over the week-ends (i.e. up north). For such travelers, <br />having a container sitting curbside throughout the weekend is an invitation for trouble and is <br />certainly not aesthetically pleasing to their neighbors. <br /> <br />e <br /> <br />After selecting Tuesday and Wednesday as the designated days, we again looked at the haulers' <br />maps to see which day should be north of 694 and which day should be south. The maps told us <br />that there are now more residents in the south who already have trash pick-up on Tuesday. <br />Therefore, to be minimally disruptive to the most residents the clear decision was that Tuesday <br />should be designated as pick-up day for the "south" and Wednesday for the "north.' When it <br />becomes feasible to do so, the Committee wants the recycling contract to run in tandem with this <br />new garbage hauling schedule. Doing so further Improves city beautification and increases the <br />likelihood of recycling participation. <br /> <br />Included in this memo are the cited maps, but In summary the haulers' current schedules are: <br />Monday 306 stops (1 hauler) <br />Tuesday 638 stops (2 haulers) <br />Wednesday 280 stops (1 hauler) <br />Thursday 310 stops (1 hauler) <br />Friday 673 stops (2 haulers) <br />Not included in the calculations are Arden Manor Trailer Court and Hunter Park <br />Town Homes, both of whom currently receive trash-hauling on singular days (by <br />virtue of contracts). Therefore, these communities are already without the <br />aesthetics problem identified. <br /> <br />e <br />
