We have had the unpleasant opportunity to observe one of the situations that sparked these
changes, With two colleges adjoining the city limits, the opportunity exists to have many more single or
two family dwellings permanently modified to provide cheap housing for college students. Willie this may
provide a very affordable place for students and a handsome income source for the landlord/ownet, this
type of house has no place in a single family neighborhood. Having eight to twelve cars parked in a three
cat wide (city approved, by the way) driveway has many negative effects. Overall congestion~ noise~ lack
of visibihty, and increased traffic all combine to make the neighborhood unpleasant, less safe for children,
and tower property values. I'm sure no one in Arden Hills, whether on Noble Road or any street near the
colleges, would be happy suddenly living next to the equivalent of an apartment complex,

These new amendments should be overwhelmingly passed and immediately enforced, In our opinion, no
"grandfather" situations should be allowed, but offenders should be given up to six months to comply with
the new ordinances.

Thank you for your time and support of these amendments,

Regards,

~~

Rick and Wendy Patzlaff
1885 Noble Road
(651) 638-0070

.
