<br />1 <br /> <br />I <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: July 27, 2000 <br /> <br />TO: Mayor and City Councilmembers <br /> <br />FROM: Joe Lynch, City Administrator dt1;~ <br />SUBJECT: Water Quality Task Force Recommendations <br /> <br />NOTE: By receiving the recommendations does not necessarily mean that you accept all <br />ofthe recommendations. <br /> <br />Back!!round <br />As previously discussed at the July 17th City Council W orksession, staff would recommendation that the <br />City Council would be able to accomplish many of the recommendations put forward by the Water <br />Quality Task Force through the development of a Phase II Stormwater Management Plan, In a <br />Storm water Management Plan, community education and information, Best Management Practices, <br />community activities such as drainage locations and information about where the drainage goes, can be <br />covered in an all-encompassing plan. A Phase II Stormwater Management Plan will also help the City <br />Council identity better cost estimates for each of the recommendations in the Water Quality Task Force <br />report, as well as allow the City Council to establish the prioritization of the programs and activities it <br />wishes to accomplish through the Stormwater Management Plan. <br /> <br />It has been suggested that perhaps a citizen group be involved in, or actually be in charge of, the <br />development of a Storm water Managcment Plan. While I applaud the suggestion, I think the process <br />would be cumbersome, I do not think it will have the best interests of the entire community at its core, It <br />is an awfnlly large task, taking approximately 12 - 15 months to complete, which would involve many <br />meetings and review of data and information; and its just not well suited to a citizen committee. <br />Certainly, you can consider placing individuals on a representative group, including City <br />Councilmembers, staff members, Lake Association representatives, etc. These people could be <br />responsible for the Phase II plan and its final presentation to the City Council. <br /> <br />Recommendation <br />Staff recommends that the City Council receive the recommendations from the Water Quality Task Force, <br />and thank the members publicly and personally for their participation, The City Council may wish to <br />direct staff to develop a Request for Qualifications (RFQ) for development of a Stormwater Management <br />Plan for the City of Arden Hills, as a direct result of one of the recommendations of the Water Quality <br />Task Force, and to present that RFQ at the September 18,2000 Worksession, with the intent to conduct <br />the Storm water Management Plan during the course of 2001. <br /> <br />cc: Jennifer Chaput, Planner <br />
