<br />Appendix - Arden Hills Water Quality Task Force - June 2000 <br /> <br />environmental audits becoming more popular in industry, methods for such audits of local governments should he fairly <br />readily available. <br /> <br />e <br /> <br />Checklist for Municipal Controls <br /> <br />Education and Training <br />Publish a brochure, booklet and/or manual explaining all locally applicable <br />requirements and to the extent possible, consolidate requirements and permits for <br />one-stop permitting. <br />Hold training workshops for contractors and invite the public to them as well. <br />Certify those who pass a test following a comprehensive training workshop. <br />Hold pre-construction meetings and on-site walk-throughs prior to initial site work <br />and adjust the erosion and sediment control (ESe) plan at the construction site. <br />Inspect sites after storms and assess ESC practices. <br /> <br />Enforcement <br /> <br />Support county or regional-level enforcement authorities, thus cutting your own <br />costs. <br />Staff, legally empower, fund, train and certify an adequately sized team to enforce <br />requirements and inspect sites. <br />Partner with citizens and lIgood actor'l developers and contractors to watch sites and <br />report violations. <br />Publicize enforcement actions. <br />Require developers to post bonds against potential damages. <br />Require regular maintenance ofBMPs, including dredge-out of sediment basins. <br /> <br />Erosion Prevention <br /> <br />e <br /> <br />Minimize needless clearing and grading using site planning, open space, buffer <br />zones, and other protections. <br />Protect waterways and stabilize drainageways. <br />Phase construction to reduce soil exposure. <br />Inunediately cover, revegetate, and stabilize exposed soils with mulch or other <br />means; at most, use a 14-day limit. <br />Prohibit clearing and grading of steep slopes. <br />Employ additional measures for sensitive areas such as buffer zones around <br />wetlands, and special protections and prohibitions depending upon the steep-ness of <br />the slope. <br /> <br />e <br /> <br />18 <br />
