<br />. <br /> <br />I) First, what harm in ANY setting has been caused by barbs or spikes 6 feet or more above the ground? If <br />someone was harmed by this, what were they doing up there - and preswnably not on their own property? . <br />Such fences perhaps set the wrong tone for residential areas, but businesses should be able to protect <br />unattended property by such means. Further, such fences less than 6 feet high should be permitted for <br />agricultural use. However, it may be advisable to state that such fences cannot be used within a certain <br />distance (say 6') of a zoned residential property boundary because of population density. <br /> <br />2) The ban on electric fences is unnecessary. Many people in Arden Hills enjoy gardens, of which com is a <br />staple crop. In my neighborhood, and I expect elsewhere, com seldom if ever can be grown to maturity <br />because of raccoon foraging; nearby Ramsey County "open spaces" provide excellent bases for raids. <br />Electric fencing discretely and humanely keeps raccoons, skunks, and similar creatures out of gardens. <br />Modem electric fences do not injure people or start fires. Occasional songbird deaths have been documented <br />in years past, but this has been addressed by using black insu1ators (not yellow or red, which some birds <br />mistook for flowers). In any case, installing electric fencing negligently - with practices likely to kill <br />songbirds - would be contrary to Minnesota state laws that protect songbirds. <br /> <br />I submit the following proposals for electric fencing: <br />Agricultural (including garden) use only. No use as human deterrent. <br />Operation only sunset. to sunrise.
