<br />. <br /> <br />" <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: July 10, 2000 <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Jennifer Chaput, City Planneo/ <br /> <br />SUBJECT: Case #00-29, Site Plan Review <br />MNDOT, 5400 County Road I <br /> <br />Request <br />The applicant is requesting a site plan review of a proposed expansion and remodeling of <br />the existing Minnesota Department of Transportation drivers testing facility, located at <br />5400 Highway 8. <br /> <br />The application proposes a 2,765 square foot addition to the east and south sides of the <br />structure; remodeling the existing building with new windows, mechanical system, <br />finishes, etc.; simplifying the auto access for checking into the facility; relocating the <br />motorcycle test area to the block west of the current building; converting the motorcycle <br />test area to the east of the building to a staff parking lot; and adding a public parking lot <br />on the block to the north of the building. <br /> <br />Backl!round <br />The State of Minnesota agencies are not required by law to abide by City Ordinance; <br />however, they are choosing to foJlow City Ordinances. <br /> <br />The applicant is proposing an addition of2,765 square feet onto the east and south sides <br />of the existing drivers testing building, increasing the total footprint of the building to <br />6,500 square feet from 3,735 square feet. <br /> <br />The proposal has been evaluated according to the 1-2 zoning district. It meets aJl of the <br />foJlowing minimum requirements: setbacks; lot area; use; lot coverage; minimum <br />landscape requirements; floor area ratio; and height of structures. No signage or lighting <br />is being proposed. The proposed materials for the expansion wiJl match the existing <br />structure. There also exists two trailers on the property that are being used by staff until <br />the addition is completed. However, it is anticipated that these trailers would be removed <br />when the new addition is constructed. <br /> <br />Rice Creek Watershed District wiJl require final site drainage plan approval of this <br />proposal because there will be an impervious addition on a site that is greater than 2.5 <br />acres in size. <br />
