<br />INGERSON PROJECT REVIEW GROUP RECOMMENDATiONS <br /> <br />Residents do not want to see excessive speed on the Ingerson neighborhood streets and this can <br />only be accomplished through proper street design (e.g. not excessive street width).35 Some of <br />neighborhood residents advised the Council at the January 10,2000 Council meeting that for <br />numerous reasons, they were opposed to the widening of any streets within the Ingerson Project. <br />Greg Brown, BRW, has acknowledged that he would be agreeable to maintaining the existing <br />street widths.36 <br /> <br />e <br /> <br />For a variety of reasons, the majority of Review Group members believe the widening of the <br />streets within the Ingerson Project is unnecessary and recommend that existing street widths be <br />maintained. <br /> <br />STORMW ATER MANAGEMENT <br /> <br />Provisions for stormwater management were contained and discussed in the initial BRW <br />feasibility report and included: <br /> <br />. Digging up of all streets within the Ingerson neighborhood and installing storm sewer <br />plpmg; <br />. Curbs and gutters on all streets; <br />. Closure of Hamline Ave. north ofIngerson Road and installation of water holding <br />ponds; and <br />. Rework of the stream that flows into Lake Josephine. <br /> <br />. <br /> <br />The Ingerson Proj ect residents were advised that one of the primary reasons for the inclusion of a <br />storm sewer was to eliminate "flooding" water that occurred on portions ofIngerson Road.37 A <br />number of facts and issues wcre discussed at the various Review Group meetings: <br /> <br />. The area that accumulates standing water spans only approximately 300' out of the <br />total Ingerson Project; <br />. The sloping of the existing roadway contributes to the ponding of water; <br />. The ponding of water dissipates after a few hours or days; <br />. Ponding water only occurs after major rain fall or spring snow melt; <br />. Ponding water occurs on the edge of the roadway but seldom occurs on the roadway, <br />and if on the roadway, only for short periods of time; and <br />. Ponding water occurs in the residents' front and back yards, which would not be <br />corrected by any roadway improvement. <br /> <br />35 Residential Streets, supra. <br />36 May 16,2000 Review Group Meeting. <br />37 It should be noted that photographs of the area in question showing standing water were taken <br />after the 1998 spring snow melt.
