<br />INGERSON PROJECT REVIEW GROUP RECOMMENDATIONS <br /> <br />recycle with Bituminous curb.65,66 It is obvious from a cost standpoint that the cold recycle <br />approaeh would provide an enormous cost savings to both the City and the residents.67 <br /> <br />. <br /> <br />The Review Group acknowledges that some roadways within the project (e.g. Ingerson Ct., <br />Cannon) may need to undergo full reconstruction due to their present condition. However, not <br />all streets within the project may be in need of full reconstruction. Greg Brown advises that <br />"dual" improvements (some roadways undergo full reconstruction and some roads only undergo <br />cold rceycle replacement) are possible.68 The Review Group suggests that this approach be used <br />for the Ingerson Project provided, however, that the end product is a road with a consistent life <br />expectancy throughout, which is commensurate with reconstructed roads ofthe same type. <br /> <br />LAKE JOSEPHINE <br /> <br />Review Group Reeommendations: <br /> <br />The original BRW feasibility report proposed to reconstruct the stream that runs into Lake <br />Josephine by Fcrnwood Court and Ingerson Road. A resident and/or the Lake Josephine <br />Association (comprised of residents along Fernwood Court and Ingerson Road) privately <br />own this land. <br /> <br />The Review Group acknowledges that water quality standards must be addressed. By <br />incorporating alternative methods for stormwater runoff in the Ingerson Project, the City <br />can significantly deerease the amount of water flowage into the Lake Josephine stream off <br />Ingerson Road. Before any design proposal is undertaken for this area, the City and <br />Council should obtain further information ahout whether or not the area/stream currently <br />meets the needs of the City and water quality standards and the water quantity anticipated. <br />The Review Group aeknowledges that the Couneil has received recommendations <br />submitted by the Lake Josephine Association. <br /> <br />. <br /> <br />This land provides not only recreational value but also homeowner market value to the <br />owners. For these reasons, as well as the reasons cited below, the Ingerson Project <br />residents as well as the Review Group members are opposed to the taking of any of this <br />land. If, however, any changes are made to this private property (e.g. inerease stream <br />width by approximately 6"), the City should provide tangible and/or monetary <br />consideration to the owners of any land impaeted by the change. <br /> <br />The original BRW feasibility report included reconstruction of the stream that runs into Lake <br />Josephine near the intersection ofPernwood Court and Ingerson Road. The BRW feasibility <br />report failed to take into account that the land that the stream flows through is privately owned <br />by a resident and/or the Lake Josephine Association, failed to identify the current amount of <br /> <br />65 Greg Brown's estimates are based upon a 32' roadway. <br />66 Cold recycle can be done in increments of 2", 4", 6", etc. <br />67 It needs to be noted and acknowledged that BRW's project monetary compensation is based <br />upon the total project costs.
