<br />. <br /> <br />. <br /> <br />. <br /> <br />INGERSON PROJECT REVIEW GROUP RECOMMENDA TIONS <br /> <br />The American Society of Civil Engineers, National Association of Home Builders and The <br />Urban Land Institute recommend the following pavement widths: <br /> <br />Access Street <br />Subcollector <br />Collector <br /> <br />22-24 ' <br />26'* <br />36'** <br /> <br />* If on-street parking lines both sides of the street continuously, a 28-foot pavement may <br />be preferable.22 <br />**Ifresidences do not front on the collector, a 24- to 26-foot pavement with shoulders is <br />ff!' 23 <br />su lClent. <br /> <br />From a safety aspect, Greg Brown, BRW, acknowledged that a 24' -28' wide street was more <br />appealing.24 <br /> <br />The traffic speed survey ofIngerson Road conducted on August 30,1999 by the Ramsey County <br />Sheriff's Department on behalf of Arden Hills showed that although the average vehicle speed <br />for the 559 vehicles recorded that date was 27.79 mph, the maximum speed recorded was 44 <br />mph. 170 vehicles, or 30.4% of the 559 vehicles monitored, traveled at speeds greater than 30 <br />mph on that date. In other words, the City possesses concrete evidence that indicates traffic <br />speed on Ingerson Road is at times excessive for the neighborhood. <br /> <br />A 1998 study conducted by the MN Local Road Research Board stated: <br /> <br />The 'old way' of traffic planning with wide, straight streets no longer seem to be suitable <br />for maintaining a livable neighborhood.25 <br /> <br />The study also noted that one way to reduce traffic speed was to narrow the street.26 <br /> <br />In addition to safety aspects, through articles and meetings, the Review Group became educated <br />on the major effects impervious surfaces play in stormwater management and water quality <br />considerations.
