<br />INGERSON PROJECT REVIEW GROUP RECOMMENDA nONS <br /> <br />. <br /> <br />Residents do not want to see excessive speed on the Ingerson neighborhood streets and this can <br />only be accomplished through proper street design (e.g. not excessive street width).35 Some of <br />neighborhood residents advised the Council at the January 10, 2000 Council meeting that for <br />nwnerous reasons, they were opposed to the widening of any streets within the Ingerson Project. <br />Greg Brown, BRW, has acknowledged that he would be agreeable to maintaining the existing <br />'d h 36 <br />street WI t s. <br /> <br />For a variety of reasons, the majority of Review Group members believe the widening of the <br />streets within the Ingerson Project is unnecessary and recommend that existing street widths be <br />maintained. <br /> <br />STORMWATER MANAGEMENT <br /> <br />Provisions for stormwater management were contained and discussed in the initial BR W <br />feasibility report and included: <br /> <br />. Digging up of all streets within the Ingerson neighborhood and installing storm sewer <br />piping; <br />. Curbs and gutters on all streets; <br />. Closure of Ham line Ave. north ofIngerson Road and installation of water holding <br />ponds; and . <br />. Rework of the stream that flows into Lake Josephine. <br /> <br />The Ingerson Proj ect residents were advised that one of the primary reasons for the inclusion of a <br />storm sewer was to eliminate "flooding" water that occurred on portions of Ingerson Road.37 A <br />numbcr of facts and issues were discussed at the various Review Group meetings: <br /> <br />. The area that accwnulates standing water spans only approximately 300' out of the <br />total Ingerson Project; <br />. The sloping ofthe existing roadway contributes to the ponding of water; <br />. The ponding of water dissipates after a few hours or days; <br />. Ponding water only occurs after major rain fall or spring snow melt; <br />. Ponding water occurs on the edge of the roadway but seldom occurs on the roadway, <br />and if on the roadway, only for short periods oftime; and <br />. In March, 1998, there was a total precipitation accwnulation at <br />the Minneapolis Airport of 4.56" compared to 0.32" in March, 1994; 2.11" in March, 1995; . <br />1.39" in March, 1996; 1.18" in March, 1997; and 1.86" in March, 1999. The average March <br />precipitation accumulation for March 1994-1999 is 1.9".
