<br />CoU,...C.I"" <br /> <br />frPP~ <br /> <br />?l~(1tIAVGf ."' <br /> <br />INGERSON PROJECT REVIEW GROUP RECOMMENDA TIONS <br /> <br />. <br /> <br />APPENDIX A - BACKGROUND <br /> <br />In 1999, at the request of the Arden Hill's City Council, BRW, the City's outside engineering <br />consulting firm, developed a PMP neighborhood priority plan.72 The Ingerson neighborhood <br />was slated as the first neighborhood that fell under the City's PMP. <br /> <br />On November 30, 1999, the City of Arden Hills, through its consultant Greg Brown, BRW <br />Engineering, prescnted a feasibility study to the residents that reside on Ingerson Road, Ingerson <br />Court, Femwood Road, Fernwood Court, Hamline Avenue, Carlton Drive, Canon Avenue, and <br />Tiller Lane (collectively referred to as the Ingerson Project area). The feasibility report included, <br />but was not limited to, the following designs: <br /> <br />. Widening of streets from their existing widths (24'-28') to 32'; <br />. Possible removal of trees, shrubs and other plant life to accommodate a 32' road; <br />. Curb and gutters along all roads; <br />. Installation of storm sewer piping; <br />. Reconstruction of the ditch that flows into Lake Josephine (which flows through land <br />privately owned by a resident and by the Lake Josephine Association); <br />. Closure of Harnline Avenue north of Ingerson Road; and <br />. Installation of two (2) holding ponds in the land situated between Harnline and . <br />Snelling Avenue. <br /> <br />On January 10, 2000, the City of Arden Hills held a public hearing to discuss the Ingerson <br />Project. At the January 10, 2000 public meeting, numerous residents of the Ingerson Project area <br />vigorously and vocally advised the Council that they were opposed to the BRW feasibility plans <br />as designed. (See January 10,2000 meeting minutes for summaries ofresident comments.) <br /> <br />At the February 14, 2000 Council meeting, the Council decided to temporarily table the Ingerson <br />Project as designed and formed a Review Group to review the Ingerson Project and make <br />recommendations to the Council.
