October 10, 2000 Honorable Mayor and Members of the City Council City of Arden Hills 4364 West Round Lake Road Arden Hills, MN 55112-5794 ATIN: Mr. Dwayne Stafford Public Works Director RE: Feasibility Study for 2000 Street Improvements Project Honorable Mayor and Members of the City Council: The enclosed feasibility report has been prepared examining the proposed reconstruction of residential streets within the Ingerson Road neighborhood as aulhorized at the Seplember II. 2000 Council meeting. The report has been revised from its original version received by the Council at the November 8, 1999 meeting. The streets included in the study are Ingerson Road, Ingerson Court, Femwood Street. Femwood Court. Carlton Drive, Cannon Avenue and N. Hamline Avenue. Tiller Lane. Dellwood Street and Dunlap Street are also located in the neighborhood but were reconstructed 10 City standards wilhin the past ten years and therefor are not be included in this project. This report will evaluate the feasibility of the proposed improvements as refined from the original report over the course of the Ingerson Neighborhood Task Force meetings and Council and City staff input over the past several monlhs. The general scope of work includes the reconstruction of Ingerson Road. Ingerson Court. Femwood Street. Fernwood Court. Carlton Drive, Cannon A venue and N. Hamline A venue with concrete curb and gutter or edge strips, bituminous pavement and storm sewer. The proposed improvements include hydrant relocation and some sanitary sewer repair work identified from the recently completed sewer televising. Storm Sewer and drainage improvements have been modified from the original report to include the use of rain gardens where appropriate. Information utilized in the preparation of this report includes information from the Pavement Management Program field survey conducted earlier this year by BR W staff, aerial mapping. as-built plans, GIS property information and other information from field investigations and surveys on the site. We are of the opinion that the improvements as outlined in this report are feasible and would replace deficient pavements with standardized City street sections. greatly reduce nuisance flooding in the neighborhood, improve local water qualily, reduce city maintenance costs and significantly enhance the overall aesthetics of the neighborhood.
