Whereas <br /> <br />Whereas <br /> <br />Whereas <br /> <br />Therefore <br /> <br />. <br /> <br />PETITION <br />to the <br />CITY COUNCIL of ARDEN HILLS <br />Re the so-called "Ingerson Project" <br /> <br />Bo~~ <br />\V/lO/OO r <br />C;+y~! <br />~- <br /> <br />On September 11, 2000, City Council directed BRW to develop a third <br />feasibility study for the Ingerson Project and requested a street-by-street <br />assessment of the need to reconstruct each particular road, and further <br />requested certain other design objectives to be incorporated into the <br />feasibility study; and <br /> <br />The community expressed a number of concerns with the Ingerson <br />Project, such as overdesign, excessive costs, failure to consider <br />aesthetics, and destruction or serious alteration of neighborhood <br />character, and in particular questioned the necessity and justification for <br />road reconstruction of specific streets, and further questioned several <br />aspects of the proposed surface water management plan, and <br /> <br />BRW's new feasibility study fails to provide the requested street-by- <br />street assessment and to address other City Council directions and <br />questions and fails to respond to most of the requests from the Citizens <br />Task Force appointed by the City Council, and <br /> <br />Cost estimates as projected in the latest feasibility study appear <br />excessive compared with costs obtained by the citizens of other <br />municipalities, and <br /> <br />The Pavement Condition Indexes for Ingerson Road, Fernwood Street, <br />Fernwood Court, and Hamline Ave. (south) cited by the feasibility study <br />exceed the number commonly used by other communities to make <br />decisions about total road reconstruction, and <br /> <br />The firm conducting the feasibility study and making reconstruction <br />recommendations to the City Council will benefit from its own <br />recommendations, an obvious conflict of interest, <br /> <br />We the undersigned respectfully petition the City Council to <br />1. Reject the feasibility study in its entirety. <br />2. Return to its previous street-by-street approach to street maintenance <br />for the In~lerson neighborhood and for all Arden Hills neighborhoods. <br />3. Avoid the potential for a conflict of interest by any firm hired by the <br />City by ensuring that a firm commissioned to do a feasibility study will <br />derive no benefit from its own recommendations. <br />
