ARDEN HILLS CITY COUNCIL - SEPTEMBER II, 2000

[,:,:, r.. CT
., ~J b;\ 1"":;;6. t\-~. i:

7

wanning house was constructed approximately three years ago and she wondered why the ice
. rink was closed when there is a new warming house.

Ms. Holmes stated that there are a number of children in this neighborhood and the residents feel
that the ice rink is a valuable asset for the children, She stated that if there are concerns on the
part of the City about the ice rink the residents would like to work with the Parks and Recreation
Department and the City Council to resolve the issues. She indicated that the wanning house is
not needed at all times and suggested that if this is a concern the warming house be made
available only on weekends.

Ms. Holmes stated that the Valentine Hill residents are committed to using the ice rink more
often and intend to hold a Christmas party at the rink this year and the residents hope that the
rink will be open for this event.

Ms. Holmes presented the City Council with a petition from the residents of the Valentine Hill
neighborhood requesting that the ice rink be reopened this year.

Mayor Probst stated that this issue had been raised by the Parks and Recreation Department last
year during a review of the City parks. He stated that he could not recall how the Department
measured activity at the various parks, however, the reason the Valentine Park ice rink was not
recommended for continued use last year by the Parks and Recreation Department was because it
has the lowest level of activity.

.

Mayor Probst stated that the petition would be forwarded to the Parks and Recreation
Department and suggested that a neighborhood representative attend a Parks and Recreation
meeting.

Ms. Holmes acknowledged that this ice rink has a low level of use and indicated that this was
due to the fact that it does not include a hockey rink. However, she did not understand why any .
of the City ice rinks would have to be closed.

Mayor Probst added that the Parks and Recreation Department had a difficult time finding people
to staff the ice rink last year. Ms, Holmes stated that there had been a volunteer from the
neighborhood willing to staff the ice rink. She reiterated that the wanning house did not have to
be open.

Because the meeting was ahead of schedule, Mayor Probst suggested that the City Council
consider item 7C at this time.

UNFINISHED AND NEW BUSINESS

C. Old Highway 10 Watermain Improvements and Arden Manor Park Improvements,
Authorization to Award Bid

.

Mr. Brown stated that bids were received and opened for the Old Highway 10 Watermain
improvements and Arden Manor Park Improvement projects on August 31, 2000.
