<br />ARDEN HILLS CITY COUNCIL - October 10,2000 <br /> <br /> <br />10 <br /> <br />Councilmcmber Aplikowski requestcd clarification with regard to the closurc of the Cummings <br />Park rink. Mr. Moore stated thcrc is a safety issue in Cummings Park as the warminghouse is at _ <br />a higher clevation than the plcasurc rink, and skaters must walk 30-40 feet down a paved trail to .- <br />reach it <br /> <br />Michelle Olson, Recreation Program Supcrvisor, stated that the Cummings Park pleasure rink <br />has been difficult to maintain and access is not safe. She added that pleasure skaters often use <br />the hockey rink rather than walk to the pleasure rink, which causes conflicts with skaters who <br />wish to play hockey. <br /> <br />MOTION: <br /> <br />Councilmember Larson moved and Councilmember Grant seconded a motion to <br />re-establish an outdoor skating rink and warminghouse at Valentine Park and <br />eliminate thc plcasurc rink at Cummings Park for the 2000/2001 season. <br /> <br />Councilmember Grant suggested that the Cummings Park neighborhood residents be notified of <br />this decision. <br /> <br />Mr. Moore notcd that the PTRC's recommendation was for the establishmcnt of the skating rink <br />but not the operation of the warminghouse. He added that the inclusion of a warminghouse <br />would require additional planning and budgetary considcrations_ <br /> <br />COLlncilmcmber Aplikowski stated that a timer for the floodlights could be used if the <br />warminghouse were not open or staffed. <br /> <br />e <br /> <br />Ms. Holmes stated the neighborhood needs a warminghouse if the rink is to be successful. She <br />added that numbers will definitely go down. She noted that exclusion ofa warminghousc does <br />not accurately reflect the discussion at the PTRC meeting. <br /> <br />MOTION: <br /> <br />Councilmembcr Aplikowski moved and Councilmcmber Larson seconded a <br />motion to re-establish an outdoor skating rink at Valentine Park and eliminate the <br />pleasure rink at CUlmnings Park for the 2000/2001 season. The motion fail cd (5- <br />0). <br /> <br />MOTION: <br /> <br />Councilmember Larson movcd and Councilmember Grant seconded a motion to <br />re-establish an outdoor skating rink and warminghouse at Valentine Park and <br />eliminate the pleasure rink at Cummings Park for the 2000/200 I season. The <br />motion carried unanimously (5-0). <br /> <br />Ms. Olson stated, with regard to private rentals, that the presence of a private party at a rink <br />might discourage other skaters during public use times. She added that an overlapping period of <br />time to after hours rentals is acceptable with the understanding that the rink is being shared. <br /> <br />Ms. Olson stated that both Shorcview and Roseville City staff indicated that they allow residcnts <br />to rent rinks only after hours and with a warminghouse attendant. She added she would <br />recommend the elimination of privatc rentals for all rinks until public skating hours are over. e <br />
