Post, City Accountant@t) <br /> <br />Certification of Delinquent Utilities <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Background <br />The City of Arden Hills has historically followed a policy of annually certifying delinquent <br />utility bills to following year property taxes as a means of collecting delinquent utility accounts <br />instead of a water shutoff policy. Procedures for collections of delinquent accounts are <br />prescribed in Code of Ordinances, Sections 28-58 (water), 28-129 (sanitary sewer), and 28-172 <br />(surface water managcmcnt). <br /> <br />Delinquency Status <br />Staff has attempted to more actively manage delinquent accounts with only modest success. <br />Thcre appears to be a base ofrepeat customers who are certitied year after year. Perhaps thcy <br />consider this annual dclinquent special assessment to be additional propcrty taxes, and <br />incolTectly take the corresponding tax deduction on their personal tax retums.
