<br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />Monday, Novcmber 20, 2000 <br /> <br />FROM: <br /> <br />Mayor and City Council <br /> <br />Jcnnifer Chapul, City Planner ~ <br /> <br />Arden Hills' 50'h Anniversllry Banner Signs <br /> <br />TO: <br /> <br />SUBJECT: <br /> <br />RCQuest <br />It was brought to staff's attention some time ago that the City Events Committee was <br />planning to have banners attached to utility poles along puhlie streets in Arden Hills to <br />acknowledge the city's 50th Anniversary. Staff has since reviewcd the City's sign <br />ordinance and found that it was quite restrictive and prohibitive for these sign types, <br /> <br />Applicable Sign Ordinance Sections <br />The following sections relate to this request: <br /> <br />e <br /> <br />Section V (E) states that the following signs are PROHIBITED: <br />(5) Signs painted on or attached to tTees, rocks, or other natural surfaces, or attached to public utility <br />poles, bridges OT similar public structures. <br />(10) Any sign within the public right-of-way, or within dedicated public easements except that the <br />City Council may, upon reconunendation from the Planning COllllnission, grant a Permit to allow <br />temporary civic or conmmnity promotion signs to be located within rights-of-\vay and easements <br />for a specific period of time. <br />(11) Banners, pennants, ribbons, streamers, strings of light bulbs, except as special event signs as <br />allowed by Council approval. <br /> <br />Section V (E) states that following TEMPORARY SIGNS are PERMITTED: <br />(3) Community Promotion Signs and Civic Promotion Signs. The size, location, frequency and <br />duration of such signs may vary considerably depending on the nature of the promotion or civic <br />event. Any such proposed signs of less than 32 square feel in area and setback more than 20 feet <br />from thc street RO\V line shall require only administrative approval. Proposed signs in excess of <br />32 sq, ft. in arca or setback less than 20 feet from the street ROW sball require Planning <br />Commission review and Council approval. <br /> <br />Discussion <br />At the September 25 City Council meeting, staff was directed to preparc sign ordinance <br />amendments for discussion at the City Council worksessioll, Staff reviewed Arden Hills' <br />ordinance and other cities' ordinanccs as they pertain to this request. <br /> <br />. <br /> <br />Other cities did not clearly address this issue, handling requests through City Council <br />revicw, Amending the current ordinancc to include languagc to specifically address this <br />issue could also be detrimental to the City unless a complete review of the cntire <br />
