Annivcrsary Banners <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Request <br />The City of Arden Hills requests approval of a Special Use Permit (SUP) to attach banners to 17 <br />utility poles along County Road E for the year 2001, in celebration of the City's 50'. Anniversary, <br /> <br />Backl!round <br />The City will be celebrating its 50" Anniversary during the year 2001. The Events Committee has <br />proposed that banners, advertising the Anniversary, be attached to the utility poles along County <br />Road E during the year, It has been brought to my attention that banners were placed in this location <br />approximately eight years ago, sponsored by the local businesses. <br /> <br />At the November 27,2000, City Council meeting, staff presented a brief memorandum outlining the <br />City's sign ordinance regulations concerning banners, signs in the right-of-way and signs attached <br />to utility poles, all of which are prohibited by the ordinance. Staff did not feel that an adequate <br />revision ofthe Sign Ordinance could be done in the short time permitted, recommending that the <br />Events Committee bring an application through the City for a SUP instead, A full revision of the <br />Sign Ordinance, addressing this particular issue as well as other items, will be in early 2001 by the <br />Planning Commission. <br /> <br />The City Sign Ordinance allows for temporary "Civic Promotion Signs". Under this section, all <br />proposed signs in excess of 32 square feet in area or setback less than 20 feet from the street right -of- <br />way require Planning Commission review and City Council approval. A recommendation is also <br />required on the frequency and duration of the signs at this time. This request is processed through <br />the SUP process, permitting additional flexibility from the Sign Ordinance, as provided for in <br />Section IX (0) #2 of the Ordinance, <br /> <br />Avvlicable Sil!n Ordinance Sections <br />The following sections relate to this request: <br /> <br />Section V (E) states that the following signs are PROHIBITED: <br />(5) Signs painted on or attached to trees, rocks, or other natura] surfaces, or attached to public utility poles, <br />bridges or similar public structures, <br />(10) Any sign within the public right-of-way, or within dedicated public easements except that the City <br />Council may, upon recommendation from the Planning Commission, grant a Permit to allow temporary <br />civic or community promotion signs to be located within rights-of-way and easements for a specific <br />
