<br />. <br /> <br />. <br /> <br />. <br /> <br />, <br /> <br />'., <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />November 15,2000 <br /> <br />TO: <br /> <br />Joe Lynch, City Administrator <br /> <br />>S. <br /> <br />FROM: <br /> <br />Dwaync Stafford, Public Works Director <br /> <br />SUBJECT: Watcr Surchargc and Shut Off <br /> <br />Backl!round <br />The Arden Hills City Council, at their November 13, 2000, meeting heard from their <br />Public Works Director that approximately 160 water meters remain to be replaced or <br />upgraded, The replacement or upgrade contractor has been unsuccessful in his attempts <br />to contact anyone at these residences to schedule this work. The City Council heard <br />reasons why it is important to complete this project from the City Accountant and the <br />Public Works Director. <br />'V. <br /> <br />The City Council was provided with three options to encourage the remaining 160 <br />residents to schedule access to the City owned meter on their property as required by City <br />Ordinance Section 28-71. The City Council chose a combination of two of those options, <br /> <br />Councils Aooroval <br />The City Council on a 5-0 vote approved the following: <br /> <br />I, City water users, who have not scheduled for the replacement or upgrade of <br />the water meter at their property by March 30, 200 I, will be assessed a $100 <br />surcbarge on their 2001 first quarter bill. <br />2, Water users who have not scheduled for the replacement or upgrade by <br />June 29, 2001, will again be assessed a $100 surcharge on their second quarter <br />water bill. <br />3. Those City water users who still have not scheduled for the water meter <br />replacement by June 29, 2001, will have tbeir water turned offby the City <br />during the first week of July 2001. <br /> <br />Council instructed staff to notify those affected City water users of this policy by certified <br />letters, Attached is a draft ofthe letter. <br /> <br />Rccommendation <br />Staff recommends the Arden Hills City Council considers and adopts the attached <br />resolution #00-41, authorizing a surcharge and eventual shutoff for City water users using <br />non-radio read meters, <br />
