<br />. <br /> <br />e <br /> <br />. <br /> <br />ARDEN HILLS CITY COUNCIL - DECEMBER 11,2000 <br /> <br /> <br />15 <br /> <br />"t1"" <br />I' <br />~ <br /> <br />COUNCIL COMMENTS AND COMMITTEE ACTIVITY REPORTS <br /> <br />On behalf of the Parks, Trails and Recreation Committee, Councilmember Grant expressed their <br />appreciation for approval of and funding the Comprehensive Park and Recreation Plan and <br />awarding ofthat project to Ingraham & Associates. <br /> <br />Councilmember Larson reported on action taken at the last Planning Commission meeting. <br /> <br />Councilmember Aplikowski commented on her attendance at the staffi'public celebration and <br />reported she was asked by many to thank the Council for the Christmas gifts which were most <br />appreciated. <br /> <br />Councilmember Aplikowski asked staff to draft a letter of appreciation to the retiring Coalition <br />for Healthy Youth Chair Timothy Thompson for his work with that coalition. She also noted the <br />great contribution of Thomas House, Ruth Fingerson, and Ady Wickstrom and stated she <br />wanted to publicly thank them for their time and effort. She commented that the Coalition may <br />not continue once the Chair retires since other groups have taken over those responsibilities. <br /> <br />Councilmember Aplikowski stated she would like to keep the logo discussion on the agenda for <br />December 18th so it can be moved forward for the new year. <br /> <br />Councilmember Aplikowski raised the issue of the Surface Water Management Plan and <br />recommendation to have BR W withdraw as a candidate for this project and write the scope of <br />services. <br /> <br />Mayor Probst noted that someone with expertise is needed to draft the request and assure its <br />accuracy. He stated he is comfortable with staffs recommendation. <br /> <br />Mr. Lynch stated staff discussed this issue and some of the same concerns were raised about <br />losing a potential service provider who knows Arden Hills best and may be able to develop a <br />plan in the shortest amount of time. He noted the benefit to be gained with BR W writing the <br />scope of services is to get the best price on the contract. He noted the other two applicants are <br />widely known and have done a lot of municipal work in other cities. <br /> <br />Councilmember Grant stated he has no objection as long as there is an adequate number of <br />bidders. He agreed the best use ofBRW may be to write the scope of services. <br /> <br />Mr. Lynch stated staff discussed the possibility of going to other engineering firms who did not <br />respond. However, the RFQ was sent to ten to twelve firms and only three responded so it was <br />felt to be fair to invite responses from those three responders. <br /> <br />Councilmember Larson stated he is comfortable with staff's proposal and believes it would be a <br />good use of BR W' s expertise to layout the scope of services and negotiate something with the <br />two other firms. He suggested a larger issue is what the Council sees within the scope of <br />services with the City Engineer and what services are not within the scope of services. <br />
