The susceptibility of the proposed facilities and its contents to flood <br />damage and the effect of the damage on the individual owncr. <br /> <br />E. The importancc of the services provided by the proposed facility to the <br />community. <br /> <br />F. The requirements of the facility for a watcrfront location. <br /> <br />G. The availability of alternative locations not subject to flooding for the <br />proposed use. <br /> <br />H. The compatibility of the proposed use with eXlstmg development and <br />development anticipated in the foreseeable future. <br /> <br />1. The relationship of the proposed use to the comprehensive plan and flood <br />plain management program for the arca. <br /> <br />J. <br /> <br />The safety of access to the property in times of flood for ordinary and ... <br />emergency vehicles. . <br /> <br />K. The expectcd heights, vclocity, duration, rate of nse, and sediment <br />transport ofthe flood waters expected at the site. <br /> <br />L. Any other factors which shall bc relevant to the purposes of this Chapter. <br /> <br />Subd. 5. Time for Actin!! on Aoplication. The City Council shall act on an application <br />in the manner described above within thirty (30) days from rcceiving a completed <br />application, except that where additional information is required, in which event the City <br />Council shall render a written decision within thirty (30) days from the receipt of any <br />additional information. <br /> <br />Subd. 6. Conditions Attached to Special Use Permits. Upon consideration of the <br />factors listed above and the purpose of this Chapter, the City Council shall attach such <br />conditions to the granting of Special Use Permits as it deems necessary to fulfill the <br />purposes of this Chapter. The conditions may include, but shall not be limited to, the <br />following: <br /> <br />A. Modifications of waste treatment and water supply facilitics. <br /> <br />B. <br /> <br />Limitations on period of use, occupancy, and operation. <br /> <br />. <br /> <br />C.
