In conjunction <br />with the preliminary plat proposal, the applicant is requesting the following variances: <br /> <br />I. A subdivision variance to allow for a private access. <br />2. A zoning variance for lots 2, 3, 4, 5 and 6 <br /> <br />Overview <br /> <br />Background <br /> <br />On a number of occasions, the owner of 4350 Hamline Avenue has approached the City regarding <br />options to develop their property. Most recently, the applicant has submitted a three lot plat with a <br />private access for his property. When public hearing notices were sent out regarding the application, <br />the neighbor to the North at 4360 Hamline Avenue indicated that at some point in the future he <br />would like similar consideration for his property. Given the proximate nature ofthe two properties, I <br />suggested that they consider platting the properties together to minimize the access points to <br />Hamline. The applicant's revised proposal is included for your review. As stated above, the <br />applicants are contemplating a seven lot plat with variances. The primary variance is to allow for a <br />private access to the property. The City's subdivision ordinance requires the provision of a publicly <br />dedicated street. Lot depth variances are also necessary for 5 of the 7 lots. <br /> <br />e <br /> <br />For the Council's reference, the applicants submitted a concept PUD application that was withdrawn <br />for the development of 12 detached townhouse units.
